Family, friends and loved ones assembled to cheer on the 39 men and 16 women from Blue and Gold Squads, as they graduated from training at the Joondalup academy. The reinforcement to the ranks marks another milestone in the McGowan Government's commitment to put more police on WA streets than ever before. More than 570 people have already joined the blue family through the State Government's commitment to enlist 950 new officers to the force. The recruits who celebrated the completion of their intensive 28-week foundation training course come from a range of different backgrounds, with a variety of life experiences. The youngest graduate was just 20 years old, and the oldest was 55. Two of the officers are Aboriginal, six originate from culturally and linguistically diverse communities, and eight can speak another language. A number of retiring officers were also honoured, including Deputy Commissioner Gary Dreibergs - whose career with the WA Police spanned 40 years of service. KABC provides leadership in litter prevention and reduction in Western Australia. The council works to change the attitudes and behaviours of the community for a litter-free WA using community awareness and engagement, education, legislation, and enforcement strategies to achieve this goal. Keep Australia Beautiful Week runs from next Monday 15 August until 21 August. The campaign raises awareness about how everybody can reduce environmental impact and encourage action to reduce litter. The council members together with their areas of interest are listed below Chairperson Mr Michael Aspinall - Mr Aspinall brings more than a decade of experience as a councillor and member of the WA Local Government Association (WALGA). He is a retired Shire President for the Shire of Gingin. Youth Minister Dave Kelly today announced that the Youth Affairs Council of WA (YACWA) would receive funding of $275,000 to deliver a new grants program for the provision of support and inclusion services for LGBTQIA+ young people. Youth service providers and specialist LGBTQAI+ services will be able to apply for grants between $2,000 and $25,000 towards the provision of support and inclusion services for LGBTQIA+ young people, including resources and training for the youth sector. The grants will help facilitate programs and initiatives that improve the health and wellbeing of LGBTQAI+ young people through greater representation, engagement and participation with decision-making. Grants will be delivered in consultation with the sector to determine the needs and priorities of LGBTQAI+ young people as part of the grants process. Applications for the grants program are expected to open in mid-September 2022. Ocean Reef Marina surging ahead as breakwaters near completion13495Department of the Premier and Cabinet, Media Statements900html11/08/2022 1:01:39 AM2022-08-11T01:00:00Z Landmark project moving into next stage Marina dredging and land-side works due to commence soon Access to the existing boat ramps to be maintained during these works Construction is nearing completion for the McGowan Government's landmark Ocean Reef Marina development. The construction of two new breakwaters at the entrance to Ocean Reef Marina are nearly complete as the next stage in works is about to commence. Both breakwaters have been built out to their full length, with the northern breakwater now at its final height. With the breakwaters now protecting the marina, the landmark project is able to move into its next phase, including dredging to create adequate water depths for vessel navigation and storage, and land-side clearing to provide fill for land reclamation and enable the commencement of future earth works. The contractors for the breakwater construction, local businesses WA Limestone and Italia Stone Group, have been selected to undertake the works which are scheduled to commence in early August 2022 and are expected to be completed early to mid-2023. The new Ocean Reef Marina will be an iconic recreational, boating, residential and tourism precinct with Perth's first coastal pool and a family beach within the protection of the marina. When complete, it will have capacity for 550 boat pens, 200 boat stackers, boat ramps and trailer parking. More than 1,000 residential dwellings are also planned for the marina precinct across a range of housing types, including homesites, apartments and mixed-use developments, accompanied by up to 12,000 square-metres of retail and commercial floor space, as well as more than 5 hectares of community spaces. At least 8,600 jobs will be created during the marina's construction as well as 900 ongoing jobs, with the world-class development to provide a $3 billion injection into the Western Australian economy. The Ocean Reef Marina is a McGowan Labor Government project being delivered by DevelopmentWA, in collaboration with the City of Joondalup. The awards highlight outstanding individuals and training organisations that demonstrate exceptional work, excellence or innovation in the vocational education and training (VET) sector. As well as the recognition these respected awards bring, individual winners each receive $3,000 that can be used to further their training or kick-start their career. The organisation winners will be recognised as industry leaders. This year, 43 finalists were selected from a total of 118 entries across 13 award categories. Applications were up 23 per cent from last year, with regional applications also recording an increase, accounting for a quarter of the total applications. The increase in applications follows a major increase in enrolments in government-funded VET courses across 2021, when WA achieved a record number of student enrolments of more than 150,000. This year, an unprecedented 10,000 apprenticeship and traineeship contracts were registered in just three months. The McGowan Government has invested more than $320 million in making training more accessible and keeping training affordable for all Western Australians. This year's awards finalists showcase the diversity of people who are accessing training opportunities in WA. The 2022 WA Training Awards are made possible thanks to continuing support from the State Training Board, MEGT, Apprenticeship Support Australia powered by CCIWA, Construction Training Fund, the Electrical and Communications Association of Western Australia, Maxima and the Training Accreditation Council WA. Minister's office - 6552 5700 WA Apprentice of the Year 2022 finalists Josh Fraser, Bullsbrook With a love of speedway, and having grown up surrounded by excavators, Josh knew he wanted to work on heavy machinery, which led him to pursue his goal to work in the mining industry. He completed his Certificate III in Mobile Plant Technology at South Metropolitan TAFE, and completed his apprenticeship with his dream employer, Komatsu. He credits his time there for the life-changing experience that has inspired him to mentor apprentices in similar situations, encouraging them to reach for their goals. Megan Hazelden, Pinjarra Growing up on a farm watching her parents work on machinery, Megan knew she wanted to become a mechanic. Now completing a Certificate III in Engineering, she is well on her way to reaching her goal of becoming a Mechanical Fitter at Wagerup Refinery. Throughout her apprenticeship, Megan has had the opportunity to represent women in the industry, presenting at schools and student career nights about career opportunities. Winning South Metropolitan TAFE's Apprentice of the Year 2021 gave her the confidence to encourage women to apply for an apprenticeship in mechanical fitting. Dylan Kent, Heathridge Dylan always knew the Certificate III in Electrotechnology at South Metropolitan TAFE would be challenging, yet rewarding. He was one of the three apprentices chosen out of 1,000 candidates to complete his apprenticeship with Komatsu, winning their Apprentice of the Year twice. He was also given the opportunity to present in Sydney at their National Awards. He is now a qualified High Voltage Electrician with the company and has taken on a leadership role mentoring other apprentices. Jake Lee, Mount Claremont After sampling different trades through his school's 'Try a Trade' program, Jake settled on the opportunities offered through the Certificate III in Plumbing and Gas Fitting with MPA Skills. His thirst for knowledge prompted his employer Wilcox and Co Plumbing to describe him as a "lifelong learner" with a "growth mindset". In the face of adversity, including a significant back injury, Jake is striving to develop his leadership skills using his own experiences to assist apprentices to safely and efficiently complete tasks. WA School-based Apprentice of the Year 2022 finalists Isabella Amey, Success At the end of Year 10, Isabella knew she wanted to pursue a career in Nursing and was thrilled to learn about a school-based traineeship being offered at her school. She's since completed a Certificate II in Business, Certificate III in Health Service Assistance and is now studying a Certificate III in Business (Medical) and a Certificate IV in Preparation for Nursing. Isabella is the first Head Girl to be appointed from a Vocational Pathway Program at her school. Desiree Baxter, Cloverdale Desiree has a love of sports, is the School House Captain at Belmont City College, coaches students in an out of school and is working towards becoming a sports teacher in the future. So, the Certificate III in Sport and Recreation delivered by North Metropolitan TAFE was a natural fit for her when deciding on a future career pathway. With the school-based traineeship, Desiree has been able to work at Belmont Oasis, become a qualified lifeguard and swimming instructor, and acquire her First Aid and CPR Certificates. Khesharna Lee, South Hedland As a problem solver and creative thinker, it was only natural that Khesharna from Hedland Senior High School chose an engineering pathway. She is currently completing a Certificate II in Engineering hosted by BHP and delivered through North Regional TAFE and Programmed Training Services. Khesharna is the only female to follow a mining industry training pathway in her intake, and has been described as a strong young leader with the courage to step up and challenge any adversities in the workplace. Sophia Pitaro, Kardinya Driven to gain as much experience as she can while attending high school, Sophia has already completed Certificates in Events Management, Tourism and Skills for Work and Vocational Pathways. Now embarking on a traineeship through North Metropolitan TAFE, Sophia is completing a Certificate III in Sport and Recreation and has completed qualifications including her First Aid, Lifeguard and CPR Certificates while gaining on-the-job experience with BlueFit - Belmont Oasis Leisure Centre. WA Trainee of the Year 2022 finalists Tenaya Ewings, Northam Tenaya seized the opportunity to complete a two-year Pilbara-based traineeship offered through Apprenticeships Support Australia and Iron Training and Consulting. She is now employed by BHP, and is gaining hands-on experience while completing practical components of a Certificate II in Rail Infrastructure. Now in her second year, Tenaya is doing what she loves, working outdoors, and says the traineeship has not only provided her with a career path within BHP's rail network, but also life skills. Zoe Gillard, Nedlands It was Zoe's father's military background that was the driving influence behind her passion for a career in the maritime industry. Through the Certificate III in Defence Industry Pathways Program, she is undertaking work placement at BAE Systems Australia and gaining practical experience as well as building up a network of industry contacts. Zoe says being awarded South Metropolitan TAFE's Trainee of the Year for 2021 was the affirmation she needed to understand that success can be found by taking an alternative route. Emily Prickett, Hilbert Discovering that university-style education was not for her, Emily enrolled in a traineeship at the Australian College of Training to study a Certificate III in Business, as it offered her the opportunity to receive practical on-the-job training while working full-time. Emily describes the traineeship as an incredible experience where she has been able to grow personally and professionally, while gaining confidence. She says it has given her the skills she needs to be confident in herself and her abilities. Brittany-Leigh Wragg, Mandurah Being one of the first students to study a Certificate III in Defence Industry Pathways Program, Brittany cites the unwavering support from the team at South Metropolitan TAFE and Programmed Training Services that helped her feel confident about her chosen career pathway in a male-dominated industry. Brittany-Leigh has sampled different job roles while undertaking work placement rotations and gained real-life experience, all while building up a network of industry contacts. She hopes to begin an apprenticeship in defence on completion of her traineeship. WA Vocational Student of the Year 2022 finalists Caitlin Bezuidenhout, Chidlow Inspired after visiting her nanna at an aged-care facility, nine-year-old Caitlin was determined to make a positive change in the industry. Still at school, Caitlin is completing her Certificate IV in Preparation for Health and Nursing studies through Health Science Hub and her Certificate III in Individual Support (Ageing) through Australian Medical Association WA. Through her work placement with Baptistcare, Caitlin has been able to gain hands-on experience and is passionate about creating positive energy in her workplace. Corrie Ramsay, Singleton For Corrie, the COVID-19 pandemic meant that her 11-year career in aviation management would come to an abrupt halt. She completed a Diploma in Pilates, but after her horse needed intense physiotherapy, Corrie felt inspired to complete the Certificate IV in Allied Health Assistance (Physiotherapy) at North Metropolitan TAFE. She says the additional skills and understanding have been extremely valuable. She is now employed by a community-based therapy provider and has also continued her role as a Pilates instructor. Naomi Rigby, Maddington After working in hospitality for 17 years Naomi wanted a career change and enrolled in a Diploma of Community Services at South Metropolitan TAFE. Having received support as a young person, her passion to help others inspired her career transition and she now actively advocates for underrepresented groups. Now working as a Student Support Coordinator at Thornlie Senior High School, she intends to complete a Certificate IV in Training and Assessment so she can mentor and support future support workers. Christopher Smithall, Leschenault After gaining a leadership role in the Operational Services team at Synergy's Muja Power Station, Christopher realised there was further opportunity to upskill and improve his technical, leadership and team skills. He enrolled in a Certificate IV in Leadership and Management at South Regional TAFE and a Diploma in Process Plant Technology at South Metropolitan TAFE, which have provided him with the skills to support Synergy's Workforce Transition, as well as the technical knowledge that will further support his move into a management role. WA Aboriginal and Torres Strait Islander Student of the Year 2022 finalists Courtney Charles, South Hedland After high school, Courtney - a proud Banyjima, Nyul Nyul and Yindjibarnbi woman - was not ready to move to Perth for university. Instead, she applied for an Administration Traineeship with BHP through North Regional TAFE, and is completing a Certificate III in Business. Courtney has worked on encouraging diversity in the workplace and assisted with the WA Iron Ore (WAIO) NAIDOC Awards Night. Her goal is to secure a position as a Crew Development Officer through ongoing training with BHP. Jye Graham, Australind Bouncing between industries and trialling FIFO, Jye wanted to return to his home town of Bunbury to support his family. With a trade in mind, he secured a plumbing apprenticeship through Programmed and South Regional TAFE. Jye has since excelled, receiving numerous awards and recognition for his part in educating colleagues on how to effectively communicate with Indigenous employees. Jye hopes to become an industry mentor to others. He says with a goal and hard work, anything is possible. Lieshia Green, Balcatta As a Noongar woman, Lieshia has always been passionate about helping others, particularly First Nations young people, which led her to study a Certificate IV in Education Support - Aboriginal Islander Education Officer (AIEO) through North Metropolitan TAFE. Working with students, families and communities is Lieshia's passion. She strives to be a good mentor and role model and is continuously upskilling. Balancing parenting, work commitments and studying has been challenging but Liesha's can-do attitude has enabled her to achieve her goals. Wayne Ryder, Byford From school captain to captain of his football team, Wayne has paved the way for Aboriginal men walking a similar journey. One of his proudest achievements was creating the Waakal Moort Kaadadjiny Festival, a health and wellbeing festival for at-risk Aboriginal people. Wayne began working for Palmerston Association as a Community Aboriginal Worker, supporting individuals affected by drugs and alcohol following his lived experience. He later won a scholarship to study a Diploma of Leadership and Management with the Australian Institute of Management. WA Cultural Diversity Training Award 2022 finalists Thanh Cong Luu, Wattle Grove Thanh moved to Australia from Vietnam four years ago and loves the work-life balance Perth offers. Armed with experience in oil and gas projects, he wanted to increase his technical understanding and chose to enrol in a pre-apprenticeship. Thanh has now completed a Certificate III in Engineering - Mechanical Trade at North Metropolitan TAFE and is currently working towards his Certificate IV. He has been able to implement his new learnings on the job through rotations to maximise his exposure in all fields of the business. Dilrukshi Muthuthanthrige, Walpole After working as a teacher for 10 years in Sri Lanka, Dilrukshi and her family made the move to Walpole. She decided to continue her passion for working with children, completing a Certificate III in Early Childhood Education and Care and is now working towards her Diploma at South Regional TAFE. Dilrukshi looks forward to making a difference in how a child approaches learning for life and hopes to encourage positive outcomes in children's health, wellbeing and education. Feng Yang, Nedlands A birthday wish from Feng's daughter for better lunches to take to school changed Feng's life, and began his journey into a new and exciting career. After moving to Australia from China and wanting to make his daughter proud while learning more about nutrition, Feng enrolled in a Certificate III in Commercial Cookery at South Metropolitan TAFE. Aside from mastering different cuisines, Feng's communication skills have improved, his daughter's lunch box is the most popular at school and Feng is working towards his goal of becoming a chef. WA International Student of the Year 2022 finalists Yu-Chien (Eva) Cho, Cannington It was the interactive learning environment in the training restaurant at South Metropolitan TAFE that captured Eva's attention and cemented her decision to study a Diploma of Hospitality Management. Eva's career pathway started in Taiwan, but since moving to Perth, she has completed a Diploma and is now studying towards the Advanced Diploma of Hospitality Management. Eva says her oral and written communication skills have improved immensely and she has gained an appreciation of working with students from other cultures. Sophie Giraud, Shoalwater Sophie always felt like something was missing in her previous career in France and wanted to fulfil her passion for art through her work. Five years ago, she moved to Perth to begin building a career in the design industry. Sophie has since completed a Diploma of Interior Design at North Metropolitan TAFE and has begun studying for the Advanced Diploma. Sophie is happy to be fulfilling her creative dreams and making people smile through her work. Lea Krebs, East Perth Lea says the VET sector gave her the career path she was looking for. She chose to study abroad in Perth over her native Germany to further develop her career and education. Through advice offered by the Jobs and Skills Centre, Lea studied a Certificate IV in Business and is working towards her Diploma of Business at North Metropolitan TAFE. Working as a receptionist and administration assistant, Lea wants to encourage others to consider career development in Australia, by sharing her experience and the value of studying internationally. WA Trainer of the Year 2022 finalists Robert Carter, Narrogin, South Regional TAFE, Narrogin Campus With 26 years of experience in the agricultural industry, including 22 as an employer, Robert Carter has also been bringing his experience to the VET sector for the past 16 years, with a focus on flexible delivery. Now an Advanced Skills Lecturer based at the Narrogin campus of South Regional TAFE, Robert delivers wool harvesting qualifications State-wide and has been instrumental in developing training resources for the Australian wool industry, working in close cooperation with peak industry bodies at State and national levels. Stephen Delaney, Bibra Lake, MPA Skills For 20 years, Stephen has delivered training to his students with a pastoral and holistic approach. He readily participates in training to upskill, as well as adapting and improving his teaching style to navigate modern-day challenges. At MPA Skills Painting and Plumbing, Stephen's passion is training pre-apprentices which he says is "challenging and rewarding" but where he can make the biggest impact. He is also a professional artist and is studying a Diploma in Art Therapy, to further support at-risk students. Sharleen Jordan, Spencers Brook, Central Regional TAFE, Northam Campus As an advanced female lecturer in local government training, Sharleen is committed to delivering outcomes for her students. In a male-dominated field, Sharleen's 26 years of training has directly increased the number of female rangers now employed. Based at Central Regional TAFE, her students learn from Sharleen's wealth of knowledge of local government practices. Awarded the Ambassador Award for 'Outstanding Service as an Ambassador of the WA Rangers Association', Sharleen has also provided input on policy papers relating to puppy farming practices. Tania O'Dea, Success, Marr Mooditj Training Having a natural ability to connect with people's emotional wellbeing is what led Tania to working in counselling. Having thrived while working in community services, she soon realised her skillset as an educator and went on to complete a Certificate IV in Training and Assessment. Now a dedicated VET trainer at Marr Mooditj, Tania has created and delivers the Diploma of Mental Health and Diploma of Counselling and assisted in the development of the Diploma of Alcohol and Other Drugs. From 31 October, prisoners, staff, contractors and visitors to the West Swan facility will be prohibited from smoking tobacco and tobacco-related products during the six-month trial. The Department of Justice pilot will inform plans for WA to join all other States and the Northern Territory in making a safe transition to smoke-free prisons. A 2021 review by the Office of the Inspector of Custodial Services revealed 82 per cent of prisoners smoked, compared with 11 per cent of Western Australians in the community. Aboriginal people, women and young people in custody are more likely to be smokers. Cigarettes and tobacco products made up almost half of all canteen sales in WA prisons in 2020, costing prisoners more than $10 million. Ahead of the pilot at Bandyup, nicotine replacement therapy products will be increased and tobacco products limited. Smokers will be offered counselling and encouraged to sign up to support groups, health programs and recreational activities. The trial is supported by the Office of the Inspector of Custodial Services and complies with the Work Health and Safety Act 2020, as prison staff are currently exposed to passive smoke. The Department of Justice is also working closely with the Cancer Council and the Australian Council on Smoking and Health to assist the prison. The State Government is delivering the highway through Synergy and Horizon Power, with the $4.1 million project to extend more than 6,600 kilometres. WA's EV fast charging network will stretch from Kununurra in the north, to Esperance in the south, and east to Eucla. Each location will have both a standard and fast charger. The fast chargers, which are up to 150 kilowatt DC, will allow drivers to top up their EVs in as little as 15 minutes. The first charging station is expected to be installed in November this year, with the network to be fully operational by 2024. EV owners will easily be able to travel the State along these routes, with the average distance between charging stations less than 200 kilometres. Australian company JET Charge is a market leader in installing and sourcing high-quality chargers and hardware to support and accelerate the growth of EVs. Tabled in State Parliament today, the report was based on a 12-month comprehensive audit by the Office of the Auditor General looking at whether deceased estates and trusts are administered effectively, and whether effective controls were in place to prevent fraud. The Auditor General found that the Public Trustee understands its high-level fraud risks, has a coordinated approach to managing those risks, and has a detailed fraud and corruption plan. The report includes a recommendation that the Department of Treasury undertake a review into the appropriateness of the Public Trustee's self-funding model and its governance arrangements. The Public Trustee is an entirely self-funding statutory authority that receives no funding from Government and is required to charge fees for its services. National Disability Services, the peak body representing disability service providers, has developed the online platform in partnership with local WA technology company Studium. Studium has previously designed online platforms linking high school and university students, graduates and young people with work and education opportunities. The development of Disability Jobs Connect was funded by the McGowan Government through a $400,000 Lotterywest grant. A critical part of the development of Disability Jobs Connect was a series of co-design sessions with people with disability and Disability Employment Services (DES) providers. This co-design input informed and shaped the platform and has ensured the final product meets the needs of people with disability, DES providers and progressive employers seeking to employ people with disability. The platform will also assist employers to tap into underutilised expertise and improve their workforce diversity. Unlike 'traditional' employment platforms where employers advertise vacant positions based on job descriptions and job seekers use structured CVs and cover letters to apply, Disability Jobs Connect 'inverts' the process. Job seekers create their own profiles to showcase their skills, values and interests in the way that best suits and describes them. DES providers can also upload the profiles of people with disability and support them through the job search process. Employers using the platform create profiles and define 'talent groups' which outline the skills, values and types of talent they need. Job seekers and employers can then search and 'filter' profiles and make requests to connect and explore employment opportunities. More free RATs for Western Australian households13489Department of the Premier and Cabinet, Media Statements25730html10/08/2022 2:13:33 AM2022-08-10T02:10:00Z WA households allocated another 20 free RATs to pick-up from Monday, 15 August Totals 21.4 million additional free RATs for more than one million households This is in addition to the more than 5 million RATs distributed through pop-ups WA leads Australia in providing free RATs to households to help combat COVID-19 Every Western Australian household will be able to collect 20 free Rapid Antigen Tests (RATs) from existing drive-through collection points and COVID-19 vaccination clinics in the metropolitan area, and COVID-19 testing clinics in regional areas. From next Monday, 15 August, a further 21.4 million free RATs will be made available to more than one million WA households to help with convenient COVID-19 testing and early detection. This is the latest extension of the WA Free RAT Program, which remains the most comprehensive of its kind in the country. The WA Free RAT Program provides convenient, easy COVID-19 testing and helps to ease cost of living pressures. Since February 2022, more than 48 million RATs have been provided to the WA community and public sector. Of these, more than 5 million have been distributed through pop-ups across the State. Free RATs continue to be handed out at as part of the pop-ups at train stations, major events and shopping centres in the metropolitan area. Schools have also been allocated an additional 11.8 million free RATs to assist students and staff since the start of Term 3. The upgrades aim to improve network reliability by mitigating feeder issues, due to overutilisation, and create greater capacity for forecasted future customer demand. The upgrade involves reinforcement work undertaken across eight substations, including new feeders and interconnectors with additional switching and offload capability. Three substation upgrades at Clarkson, Byford and Yanchep have been completed with reinforcement work being done to mitigate capacity overloads. Work will soon start at the Waikiki substation, which is an important power supply in the southern area. Other works planned include installing new feeders at Mandurah, Byford, Waikiki and Henley Brook substations and installing a new cable and changes to configuration at Yanchep. The strategy was developed in consultation with all States and Territories, and overseen by the National Biosecurity Committee. It builds on existing strategies and plans, and the work already being done across Australia by government, industry and the community on exotic and established pests, weeds and diseases, including zoonotic diseases. The strategy will help to support Western Australia's strong biosecurity system, which is critical to growing the State's economy and regions by protecting WA's $11 billion agriculture, aquaculture and fisheries industries, and natural resources. The Department of Primary Industries and Regional Development led the Western Australian input into the development of the strategy which focuses on six priority areas - understanding everyone's role in biosecurity, strengthening partnerships and networks, building workforce capability and capacity to respond, a co-ordinated approach to preparedness and response, future investment in biosecurity priorities, and creating a science-based system to support research and decision making. Next steps will include development of a national implementation plan to identify initial actions and guide future planning. The Goldfields Aboriginal Business Chamber received a $13,411 grant to develop a strategic plan to set the overall direction for the organisation to ensure its long-term sustainability. The Chamber's membership continues to grow, after it was established in 2020 to champion local Aboriginal businesses and remove barriers to securing commercial opportunities, generating enduring flow-on benefits to the community. Family owned and operated rail resourcing company Triodia Resources will use its $14,700 grant to gain safety, environment and quality accreditation to improve its capacity and value when bidding for larger scale contracts. Tourism startup OldBoys Culture and Gold Prospecting Tours will undertake training in financial software with its $1896 grant to enhance its Aboriginal culture and education business, which includes yarning, traditional food, medicines and prospecting techniques. Melissa's Indigenous Cleaning Services will engage professional support on occupational, safety and health systems, as well as business coaching with its $14,510 grant so it can expand contracts and staff. The grants are part of the State Government's commitment to Aboriginal economic development in the regions, alongside the Aboriginal Procurement Policy and the Aboriginal Governance and Leadership Development program. Tabled in Parliament today, the response, entitled A New Century for Ambulance Services, sets out the Government's strategy to re-vamp ambulance services in WA in partnership with St John Ambulance. The historic plan will enhance collaboration between WA Health and St John to improve access to emergency care while strengthening performance and accountability measures. Of the 48 recommendations made by the Committee, 46 have received support or in-principle support and will be implemented through 28 actions across five themes working together to improve emergency access - to review triage accuracy, improve coordination of ambulance dispatch, divert patients to more clinically appropriate alternative care pathways, and enhance competition in inter-hospital patients transfers; a more contemporary contract which includes introducing new performance management measures, strengthening clinical oversight, and improving transparency on how public funds are spent; a new service delivery model for country ambulance that moves away from the 'best endeavours' model and trials innovative new workforce models; improving access and equity by exploring options to address the financial impost of ambulance fees for vulnerable members of the community, enhance remote communities' access to services and ensure services are culturally safe; and strengthening governance, transparency, and accountability to ensure St John meets best practice in board governance and performance. The State Government will report annually to Parliament on the status of each action and the performance of St John Ambulance against Key Performance Indicators set out in the new contract. An evaluation of St John WA's performance in implementing the new measures in late 2025 will also consider whether the contract delivers sufficient value for WA taxpayers to warrant its longer-term continuation. A comprehensive consultation program commenced in November 2021 and included online and multi-lingual post card surveys, online and face-to-face consultation sessions, phone consultations and public submissions. Over 1000 online surveys were submitted, nearly 500 post card surveys were received and over 400 people took part in consultation sessions held across the State. Consultation sessions were also held by peak organisations that assist vulnerable groups including GRAI - GLBTI Rights in Ageing and the Ethnic Communities Council of WA. A series of targeted consultation sessions will continue to be held in the coming months to further strengthen the voice of older Aboriginal Western Australians in the strategy's development. The WA Seniors Strategy 2023-2033 (the Strategy) will set out the State Government's ten-year plan to support older people by harnessing opportunities to improve the lives of older Western Australians and addressing the challenges of the State's ageing population. The Strategy will in turn be supported by 'action plans' that connect and coordinate activity across WA agencies, focused on ensuring systems and services are responsive to older people's needs. The strategy will drive greater cohesion and transparency between State Government agencies, service providers, peak bodies, consumer advocates and service users when commissioning services. The State Commissioning Strategy and its implementation plan reflect a shift away from the current purchasing model to a more holistic, proactive and sustainable commissioning approach. This will result in people having better access to services when they need them. Since training began in March, students have completed multiple short courses delivered by Central Regional TAFE, including automotive and mechanical skills, machinery operation, operating and maintaining chainsaws and first aid. The program has attracted participants from across the Goldfields, including Laverton, Mount Margaret, Leonora and Wiluna. They have completed short courses with a 100 per cent attendance and success rate for the first semester, with 17 trainees completing their construction industry Work Health and Safety White Card. The LTC was established in early 2022, after Australian Potash was awarded $250,000 through Round 4 of the Regional Economic Development Grant program. The centre is run in conjunction with Central Regional TAFE Kalgoorlie campus, which provides Aboriginal people with valuable qualifications to access employment pathways into Aboriginal Ranger Programs and road work roles, as well as mining and civil construction.
