McGowan Government seeks builder for METRONET Morley-Ellenbrook Line’s main works contract

    16/01/2020 11:15 AM
    • Request for Proposal for METRONET's Morley-Ellenbrook Line's main contract released to market today
    • RFP is for design, construction and commissioning of the new rail line - one of four works packages to build the Morley-Ellenbrook Line
    • Morley-Ellenbrook Line is being delivered through the Bayswater Station upgrade, Tonkin Gap project, forward works contracts and this main works contract
    • RFPs to close in March, with shortlist to be announced shortly afterwards

The search for a company to deliver the METRONET Morley-Ellenbrook Line has begun, with the release of a Request for Proposal (RFP) to the market today.

Today's RFP calls on companies to design, construct and commission the new METRONET rail line - a key McGowan Government election commitment - under a competitive alliance model that will deliver thousands of new local jobs.

The main works contract is the biggest of four works packages that will deliver the Morley-Ellenbrook Line, including the Bayswater Station upgrade and Tonkin Gap projects.

The two best submissions for the main works will be shortlisted, with the shortlisted consortia required to provide a detailed bid indicating how they plan to deliver the project.

Enabling works for the Morley-Ellenbrook Line started with early works at Bayswater Station in late-2019, while construction of the rail tie-in will be part of the Tonkin Gap project.

This RFP process will lead to the main contract being awarded later this year, adding to the construction that will already be underway as part of Bayswater Station and Tonkin Gap.

The main works contract will include the design, construction and commissioning of rail track, systems and five stations. This will include bulk earthworks and retaining, structures, grade separations, roads and drainage.

The 21km Morley-Ellenbrook Line will spur off the Midland Line at Bayswater, run up the middle of Tonkin Highway, through land north of Marshall Road, along the western side of Drumpellier Drive (formerly New Lord Street) and finish in Ellenbrook town centre.

Five stations - Ellenbrook, Whiteman, Malaga, Noranda and Morley - will be built as part of the project, with a future-proofing provision for a sixth station at Bennett Springs East.

Comments attributed to Premier Mark McGowan:

"My Government's number one priority is local jobs - major METRONET infrastructure projects like the Morley-Ellenbrook Line will create thousands of local opportunities as well as improving public transport options across our suburbs.

"This year alone we will have an unprecedented six METRONET projects underway, creating thousands of local jobs and opportunities for local businesses.

"This is a great opportunity for local businesses to be involved in being a part of creating and building Western Australia's public transport network."

Comments attributed to Transport Minister Rita Saffioti:

"The Request for Proposal for the Morley-Ellenbrook Line marks another significant milestone for this major METRONET project.

"The McGowan Government started from scratch to get this project funded, planned and ready to approach the market.

"Through METRONET, we have been working with local companies in the lead up to going to market so they can leverage opportunities and maximise local jobs.

"The McGowan Government is getting on with the job of building critical public transport links, and I would urge local companies to put their best foot forward and bid for the chance to deliver this key rail line."
