Water Resources and North West Minister Ernie Bridge has announced the appointment of Mr Richard Elsey as chief executive of the Kimberley Water Resources Development Office.
Mr Elsey, 50, will be responsible for managing the Kimberley pipeline feasibility study, providing policy and administrative support to the independent Kimberley pipeline management and advisory board and the Minister for Water Resources.
He will advise the board on specific study components which should be the subject of investigation, and provide the board with an overall perspective of the work undertaken.
Prior to joining the KWRDO, Mr Elsey was president of Jaya Kinhill Arkonin, an Indonesian company with Australian equity, involved in project management and consulting in infrastructure and mining.
Since 1966, he has been associated with the development of Western Australia as an engineer with major international and Australian mining companies and engineering firms.
During that time he was project manager for a number of studies and projects relating to mineral processing and industrial development, and has held senior positions in business development and general management.
He holds a Bachelor of Engineering in Mechanical Engineering from the University of Western Australia and has studied Business Management at Melbourne University and the University of Virginia. He is a member of the Institute of Engineers, Australia, and the Australasian Institute of Mining and Metallurgy.
