    Edwards backs overhaul of resource recovery rebates

    Environment Minister Judy Edwards has endorsed a proposal from the Waste Management Board for a significant overhaul of the resource recovery rebate scheme.

    The scheme was originally intended to assist and encourage local governments to increase recycling efforts.

    The Waste Management Board has been conducting an extensive review of the scheme, which has found that it does not reward waste prevention activities and there is little evidence to suggest that the scheme encourages more recycling.

    The board has recommended that the scheme is replaced with a performance-based recovery incentive program open to both local government and industry from July 1, 2006.

    Dr Edwards said local government budgets would not be significantly affected by the change.

    “The proposed new scheme will better reflect the priorities for waste management outlined in the Statement of Strategic Direction for Waste Management in WA released last year,” she said.

    “It also is proposed to link access to the new rebate scheme with waste management plans that meet specified performance benchmarks. However, there will be further consultation over this approach through the drafting of the new waste reduction and resource recovery legislation.”
