    New local government standards panel appointed

    Local Government Minister Ljiljanna Ravlich today announced appointments to the new and independent State-wide standards panel which will deal with complaints about minor breaches of official conduct by local government elected members.

    Examples of minor breaches include misbehaviour at a council meeting, such as using offensive expressions or gestures, misusing local government resources, failing to disclose an impartiality interest and receiving a prohibited gift worth more than $300.

    Three members and their respective deputies have been appointed for a term expiring on December 31, 2008.

    Members of the panel are:
    • Department of Local Government and Regional Development’s director Governance and Statutory Support, Quentin Harrington, and deputy member, Ross Weaver, director Strategies and Legislation.
    • City of Melville councillor Clive Robartson and deputy member, Shire of Coorow president Councillor Moira Girando.
    • Recent retired legal practitioner from the State Solicitor’s Office John Lyon and deputy member, legal practitioner Mr Graham Castledine.
    The standards panel will have the power to issue penalties for minor breaches such as public censure, public apology or an order to undertake training.

    “I welcome the members to the inaugural Local Government Standards Panel, who together will bring a wealth of relevant local government and legal experience to the panel,” Ms Ravlich said.

    “It is important to strengthen the integrity of local government and this panel is a significant step towards ensuring appropriate behaviour by councillors.”
