A website giving instant access to local governments on ways to improve integrated planning was launched today by Local Government Minister John Castrilli.
“The planning process starts with understanding the future aspirations of the community and sets a path for local government to realise these,” Mr Castrilli said.
“Areas addressed include strategic community planning, corporate business planning, financial, human resource and asset and infrastructure requirements.
Mr Castrilli said adopting integrated planning was potentially the most important performance improvement able to be implemented by local governments.
Last year the Local Government Steering Committee’s report on local government reform in WA noted the overall sector lacked capacity in:
• strategic planning systems that present real accountable and measurable linkages between community aspirations, financial capacity and practical service delivery
• financial planning systems that present an accurate demonstration of a local government’s capacity to deliver services and manage assets that can sustain their communities into the future
• effective asset management systems that have the rigour of process and integrity of data to accurately inform true asset management costs.
The Minister said the website would assist councils form a strategic planning process with long term asset management and financial planning.
