<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>Speaking in Bunbury on World Forestry Day last night, Forestry Minister Terry Redman said the certification recognised the practices FPC used to harvest and regenerate native karri forest were environmentally sustainable and protected the biodiversity of the State’s forests.</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>“Achieving this certification is a great marketing tool for WA timber as it assures customers that the karri product they have just purchased - for example their dining room table, bookcase or floor boards - are from a sustainable, well-managed forest,” Mr Redman said. </font></span></p>

      <title>Government response to native timber industry request for restructure</title>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span lang=EN-US style=""><font face=Arial size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“Some of the industry has called for a multi-million dollar package to effectively bail out two major companies,” Mr Redman said.</font></font></span></p>
<p class=MsoListParagraph style="margin:0cm 0cm 0pt;line-height:normal"><span style="font-family:'Arial','sans-serif'"><font size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“The State Government has taken the decision that it is not in the long term interests of the native forest industry to offer a taxpayer-funded bail-out of private company debt.</font></font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“We will not spend millions of taxpayers dollars in a bail-out that is not guaranteed to create a viable industry.”</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>The Minister said the industry was also essentially seeking better quality logs for less money, but the Government was not prepared to offer a log upgrade or a price reduction.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“The industry is not united on the best way forward. <span style=""> </span>We have considered a whole range of options put to us about the future of the native timber industry by a number of industry stakeholders. There have been many opinions voiced but the core issue of the debate is how to create a viable timber industry - one that can stand on its own, without government support,” he said.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“The current situation is the legacy of the previous Labor government’s old-growth policy. <span style=""> </span>Labor spent $161million of taxpayers money on a restructure and the outcome is that the main players are now crying poor.<span style="">  </span>This industry is now paying the price for an ill-considered policy from the previous Labor government.</font></font></span></p>
<p class=MsoListParagraph style="margin:0cm 0cm 0pt;line-height:normal"><span style="font-family:'Arial','sans-serif'"><font size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“We could do something similar which would be politically expedient, but it would simply be a band-aid solution and I refuse to throw good money after bad in the same manner.”</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>Mr Redman said the Government would continue to talk to the forestry industry about ways the industry can be strengthened, without having to use taxpayers money.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“If the bigger companies can re-think their businesses and become profitable, then they can reap the rewards of having contracts to purchase the good sawlogs for the next five years,” he said. </font></font></span></p>
<p class=MsoListParagraph style="margin:0cm 0cm 0pt;line-height:normal"><span style="font-family:'Arial','sans-serif'"><font size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>“I do not know what business decisions these companies will make in the coming months, but my focus is on the workers, their families and the communities that may be impacted if some of the bigger timber mills close.”</font></font></span></p>
<p class=MsoListParagraph style="margin:0cm 0cm 0pt;line-height:normal"><span style="font-family:'Arial','sans-serif'"><font size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>The Minister said there could be a positive impact from the Government refusal to bail out companies that could not make their business plans work.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial><font size=2>It could provide opportunities for businesses that were able to mill the State’s wood products more efficiently, including the smaller and family-owned milling sector.</font></font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><font face=Arial><font size=2><span>“This announcement gives the industry certainty.<span style="">  </span>What we must do now is work towards supporting the industry that remains and the communities that rely on them,” Mr Redman said.</span><span style=""></span></font></font></p>

      <title>Minister launches plan to revitalise WA sandalwood industry.</title>

<div>Launching the Industry Development Plan today, Forestry Minister Terry Redman described it as a blueprint to enable product from planted tree farms of WA sandalwood to gain a foothold in already established markets.</div>
<div> </div>
<div>“The international demand for sandalwood oil and wood has been strong for centuries,” Mr Redman said.</div>
<div> </div>
<div>“Renowned worldwide for its pleasant fragrance, oil from various sandalwood species is well known for its importance to many Asian cultures.</div>
<div> </div>
<div>“Although native stands of WA sandalwood continue to supply some of the market, it will not be possible for those stocks to meet increasing demand from the burgeoning populations of countries like China and India.</div>
<div> </div>
<div>“With approximately 13,500 hectares under cultivation on tree farms in the Wheatbelt, WA sandalwood (Santalum spicatum) has developed into a growing tree farm industry, through the efforts of the Forest Products Commission, individual farmers and private companies like Rewards Group.</div>
<div> </div>
<div>“When integrated into the farming landscape, sandalwood tree farms help address environmental challenges in the Wheatbelt; assist farmers to diversify their income; create new jobs and help rural communities to achieve greater economic resilience.”</div>
<div> </div>
<div>The Minister said it was likely the fledgling industry would experience challenges brought on by the gap between growing demand and available supply from natural stands and the time lag before products from tree farms would flow through to markets.</div>
<div> </div>
<div>“However, growth in existing tree farms has been positive and the industry continues to build a bank of knowledge about sandalwood oil production, all of which should augur well for the future,” Mr Redman said.</div>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span lang=EN-US style=""><font face=Arial><font size=2>Mr Redman said the Oil Mallee Industry Development Plan was a road map to ensure the industry reached its full potential.</font></font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span lang=EN-US style=""><font face=Arial><font size=2>“The IDP sets out a clear plan for the industry to expand through involvement in the emerging carbon and renewable energy markets and by maximising returns from value-added processing of mallee plantings,” he said.</font></font></span></p>

They offer sustainable solutions to issues associated with salinity, water-logging and wind erosion.</font></font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span lang=EN-US style=""><font face=Arial><font size=2>“Mallees are an important source of feedstock for bioenergy projects producing electricity in regional locations. <span style=""> </span>Research has also shown the potential mallees have to produce products such as densified wood pellets, transport fuels, pharmaceuticals, industrial solvents and biochar, all on a sustainable basis.”</font></font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial>Forestry Minister Terry Redman visited a property near Arthur River in the Wheatbelt today to officially launch a major greenhouse gas reduction project between the FPC and electricity retailer Synergy.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial>Mr Redman said the FPC would pay landowners a fee to plant eucalypts on their properties on behalf of Synergy.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial>The Minister said he supported a share-farm arrangement with a preference for integrating plantings into existing agricultural land, such as providing belts of trees rather than </font></span><span style="font-size:11pt"><font face=Arial>fence-to-fence planting.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial>The immediate challenge was to access land in areas including the Wheatbelt, Central West, south coast and the Great Southern and prepare for a very busy winter planting season in 2009 over about 5,000ha.</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial>Synergy would retain the option of expanding the number of trees planted over the next </font></span><span style="font-size:11pt"><font face=Arial>10 years to produce tradeable carbon permits under the Federal Government’s Carbon Pollution Reduction Scheme.</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt"><font face=Arial>Mr Redman said Synergy could request FPC to rapidly expand the scale of the planting of eucalypts in subsequent years, subject to market demand for carbon permits. </font></span></p>

      <title>WA Government leads the way in tackling climate change</title>

<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'">Mr Chance said BP became the first energy company in Australia to engage in carbon emissions trading by joining forces with Western Australia’s Forest Products Commission 10 years ago.</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'">Speaking at a ceremony today to mark the 10th anniversary of the agreement, </span><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'">the Minister said almost four million trees had been planted in the Katanning area to offset greenhouse gas emissions while at the same time addressing land degradation. </span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'"> </span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'">BP Kwinana Refinery’s managing director Thys Heyns said these trees had stored 187,000 tonnes of carbon dioxide, which was the equivalent of taking 43,000 cars off the road for a year.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'"> </span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'">Mr Heyns said it was a great example of how BP and its staff were doing their bit to provide WA with energy while tackling the challenge of climate change.</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'">Katanning farmer Colin Beeck praised the project and said: “There has been a huge reduction in the water table, some areas have become productive for agriculture, there has been a reduction in salt encroachment and I have a valuable crop.”</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">“This national report shows Western Australia’s local forestry industries have made many significant improvements and are striking the right balance to achieve social, economic and environmental sustainability over the long term,” Mr Chance said.</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">The Minister said there is clear evidence that sound forestry policy and the application of constantly improving best practice in forestry continues to achieve positive environmental outcomes for WA.</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">For example, the report notes the impact of the WA Government’s ‘Protecting our old growth forests’ policy which took effect in 2001, ending timber harvesting in old growth forests. </span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">This increased the total area of old growth on public land set aside from timber harvesting to 331,000 hectares and contributed to a reduction in supply of first and second-grade jarrah and karri sawlogs to the timber industry from 457,000 cubic metres per year to 185,000 cubic metres per year (‘Australia’s State of the Forests Report’<i>,</i> page 17).</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt"><span lang=EN-US style="font-size:11pt;font-family:'Arial','sans-serif'">At a national level, </span><span style="font-size:11pt;font-family:'Arial','sans-serif'">the size of Australia’s plantation estate has grown by 12 per cent to 1.82 million hectares in the last five years and provides sustainable resources for two-thirds of the national log supply.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">The Minister also noted that Australia imports more timber and forest products than we export, which means there is still much work to be done to make our local industry more competitive and boost our value adding capabilities. </span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">WA’s recently launched Plantation and Farm Forestry strategy, combined with recommendations to appoint the Forest Products Commission as the State’s lead forestry agency, will play a key role in the continued expansion and development of the forestry sector within the State.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>

      <title>New five-year plan for WA’s plantations and farm forestry</title>

<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">Forestry Minister Kim Chance launched the strategy in York today and said it focused on the expansion of the forest industry in Western Australia’s medium to lower rainfall areas, helping farmers to diversify their practices.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">“The plantation and farm forestry industry provides significant, multiple benefits to regional economies, creating new jobs and making regional communities more sustainable,” Mr Chance said.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">The Minister said greater planting of Wheatbelt eucalypts and WA sandalwood for instance, would not only increase the resilience of regional economies, but also improve the land itself.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">“The right trees planted in the right place can produce substantial lasting environmental benefits, with the potential to improve land productivity, counteract salinity, reduce greenhouse gases, and protect and enhance biodiversity,” he said.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">Mr Chance said preparation of plans for specific lower rainfall tree farm industries from seedling to end product, using oil mallees and sandalwood, were already under way.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">The Forest Products Commission (FPC) had also created industry development plans for maritime and radiata pines and eucalypt sawlog species.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">The Minister said future industries could be as varied as carbon sequestration, woody biomass for renewable energy and reconstituted wood products.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">Mr Chance has also announced that the FPC would be the lead agency to co-ordinate a ‘whole-of-government’ approach to plantations and farm forestry in WA, providing a clear direction for the industry’s future development.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">“The appointment of a lead agency to implement the strategy is seen as crucial to its success and was also identified in the 2006 Statutory Review of the Forest Products Act,” he said.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">Mr Chance said the desire for a lead agency was expressed strongly during the preparation of the strategy and would make it easier to develop a more efficient and prosperous industry.</span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'"></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">Some of the new initiatives, including the lead agency role, would require changes to the Forest Products Act before they could be fully implemented.</span></p><span style="font-size:11pt;font-family:'Arial','sans-serif'"><br style="page-break-before:always" clear=all></span>
<p class=MsoNormal style="margin:0cm 0cm 0pt;tab-stops:right 474.9pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">The Government hopes to complete the passage of a Bill through Parliament by the end of this year to enable this to occur.</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt"><span style="font-size:11pt;font-family:'Arial','sans-serif'">Five critical factors for the success of the industry identified in the strategy include the lead agency role, with the other four being:</span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt 18pt;text-indent:-18pt"><span style="font-size:11pt;font-family:Symbol"><span>·<span style="font:7pt 'Times New Roman'">         </span></span></span><span style="font-size:11pt;font-family:'Arial','sans-serif'">preparation of plans for development of tree-farm based industries;</span></p>
