<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>Current chairman Grant Dorrington, who has guided the council in the role since it was established 12 years ago, will continue in the position until Professor Holman formally begins in November.</font></span></p>

      <title>Minister flags nation’s toughest anti-hoon laws</title>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span><font face=Arial size=2>Western Australia will soon have the nation’s toughest anti-hoon laws after Police and Road Safety Minister Rob Johnson today announced he would introduce new legislation to Parliament this week.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><font size=2><font face=Arial><span>Mr Johnson said the Road Traffic Amendment (Hoons) Bill 2009 would increase the period a vehicle was impounded from </span><span style="">seven days to 28 for a first hoon offence and from 28 days to three months for a second offence.</span></font></font></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><font face=Arial size=2><span style=""></span></font> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2>The Minister said on a third and subsequent offence, a vehicle would be confiscated and proceeds from its sale would go to road safety projects. Vehicles of little value would be crushed.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2>“I pledged at the election to toughen the State’s hoon laws to make our roads safer and today I am honouring that promise,” Mr Johnson said.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2>“While most drivers do the right thing and use our roads responsibly, there are some who continue to snub their nose at the law and at the safety of others. My message to them is that they will be caught and they will lose their vehicle.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font face=Arial size=2>“People who repeatedly drive recklessly put lives at risk do not deserve to be on our roads.”</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style=""><font size=2><font face=Arial>Under the new legislation, reckless driving will be considered a hoon offence, with police not having to establish a circumstance of aggravation, such as racing, excessive noise or burnouts.</font></font></span></p>
<p class=MsoListParagraphCxSpFirst style="margin:0cm 0cm 0pt"><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font size=2><font face=Arial>There will also be severe penalties for people who deface or devalue a vehicle after being served with a notice of intention to confiscate. This will cover situations where a person strips or damages their vehicle knowing it is about to be impounded or confiscated.</font></font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font size=2><font face=Arial>The Bill will give police power to arrest offenders for reckless driving - similar to the provision for arrest without warrant that currently exists for driving under the influence.</font></font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font size=2><font face=Arial>Mr Johnson said the Police Commissioner would also be able to recover costs from offenders for towage and storage.</font></font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font size=2><font face=Arial>From July 1 this year, there will be vehicle sanctions for unlicensed drivers. Under the new laws, if a person is detected driving without a valid licence, WA Police will impound the vehicle driven on the spot for 28 days.<span style="">  </span></font></font></span></p>

<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font size=2><font face=Arial>A court can impound a vehicle owned by second-time offender for up to 3 months and in the case of a third offence, a court can confiscate the offender’s vehicle.</font></font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font face=Arial size=2> </font></span></p>
<p class=MsoListParagraphCxSpMiddle style="margin:0cm 0cm 0pt"><span style=""><font size=2><font face=Arial>Mr Johnson said that unlicensed drivers posed an unacceptable risk on the road and were highly over-represented in road trauma statistics.</font></font></span></p>

      <title>Stars on cars to give WA vehicles a safety check</title>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>Road Safety Minister Rob Johnson said he encouraged car dealers to support the State-wide rollout of the nation’s first Stars on Cars program, a joint initiative of the State Government and the RAC.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>Mr Johnson said estimates showed if people bought the safest car in their desired class, overall vehicle safety across Australia would improve by 26 per cent.</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>The Minister said if all new cars had the equivalent safety features as the safest vehicle in their class, death and serious injury could be reduced by up to 40 per cent.</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>“This is just the start of what is promising to be a very important program influencing car safety in WA and ultimately improving the safety of all road users,” he said.</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>“The program was trialled for six months at 12 dealerships across the State, which displayed swing tags and stickers on car windscreens to indicate the vehicle’s safety rating based on the Australasian New Car Assessment Program (ANCAP) ratings. </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>“Research of the trial showed that five per cent of consumers changed their mind on their vehicle purchase as a result of the safety ratings and 86 per cent of people in the market for a new car said the safety information would be useful.</font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial> </font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>“Additionally, 15 per cent of consumers said they recalled seeing the Stars on Cars indicator and said it positively impacted their choices by narrowing options or reaffirming final choices.”</font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><font face=Arial><span style="font-size:11pt">The </span><span style="font-size:11pt">safety rating stickers are </span><span style="font-size:11pt">similar to energy rating stickers on whitegoods.</span></font></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>RAC General Manager Membership and Retail, Michael Heath, said the Stars on Cars initiative would empower consumers and increase safety on WA roads. </font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left" align=left><span style="font-size:11pt"><font face=Arial>“Most of us believe if we buy a new vehicle it has to be safe, yet we often don’t recognise that some vehicles within the same budget offer better protection and more safety features than others,” Mr Heath said.</font></span></p>

Basically, the Road Safety Council can choose to fund certain projects which are outside of ORS’s core business. They apply for grants through Treasury and the usual amount is between $5million-$6million. However, this amount may be higher if there are specific programs the Council wants to fund.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left;tab-stops:6.0cm" align=left><span><font face=Arial size=2> </font></span></p>
<div><span style=""><font face=Arial size=2>2009-10 is an example of this and is what ORS would describe as an anomaly as the figure of $16million is much higher than their usual grant amount. Of that $16million, $7million is for the last instalment of the Safer Roads funding that went to Main Roads and $3million will go towards funding for a safety barrier pilot program. The following years (2010-2012) the funding amounts go back to their usual levels(ie. between $5million and $6million).</font></span></div>

However, the current Government pledges 100 per cent commitment to improving road safety - and we will.</font></font></span></p>

<p class=MsoNormal style="margin:0cm 0cm 0pt;text-align:left;tab-stops:6.0cm" align=left><span><font size=2><font face=Arial>“The Road Trauma Trust Fund is only one small part of total Government funding to road safety.<span>  </span>Recent figures show the total Government spend on road safety at about $280million, including funding to police enforcement.</font></font></span></p>

      <title>State Budget 2009-10:  Police and Emergency Services; Road Safety. </title>

      <description><![CDATA[<div><b>Content:</b> <div class=ExternalClass058D76F821DA43318ACA2C7804A2A706><p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>The State Government will continue to protect the people of Western Australia both today and tomorrow with a series of Budget initiatives to bolster law and order, Police and Emergency Services Minister Rob Johnson said today.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>The Minister said the State Government would fulfil its election pledge to boost police ranks with $208.5million in recurrent funding - beginning in 2009-10 and continuing over the forward estimates - for an additional 500 officers and 200 support staff.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“This Government honours its promise to make law and order a top priority,” Mr Johnson said.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“This funding will allow us to employ 350 police officers and 150 auxiliary police officers as well as a further 200 administrative and expert civilian staff to support them.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“The Police Commissioner is delighted with this mix of staff which he has told me will give him the flexibility he needs to further improve policing services.”</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>The Minister said employing extra officers demonstrated the Government’s action in preserving jobs while supporting and protecting the broader community.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>Mr Johnson said the Government was providing police with the necessary tools to carry out their work and the Budget recognised this with a $47.5million commitment to expand the Perth Metropolitan Radio Network.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“This funding will extend existing radio and mobile data communications north to Lancelin, east to Northam and south to Dunsborough,” he said.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“This upgrade will improve police response times within the area; increase the accessibility of information which is important to police; and improve the security of our officers through vehicle location tracking and encrypted voice communications.”</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>The Minister said the planned Perth Police Complex in Northbridge would begin construction in the 2009-10 financial year.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“Work on this complex is now free to start, which means we will have an enhanced policing and community safety services in this potential hot-spot, as well as helping to secure jobs with this major capital works investment,” he said.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>Mr Johnson said the Government’s aim to improve road safety was evident with a $30million allocation in 2009-10 to purchase digital speed and red light cameras as part of the implementation plan for the Towards Zero road safety strategy.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“This will not only help save lives and prevent serious injuries on our roads, but the greater efficiency of these machines will free more police for front-line duties,” he said.</font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>While direct funding to the Road Trauma Trust Fund (RTTF) from speed and red light cameras is expected to fall to $12.5million in 2009-10, this will be more than offset by a massive boost to funding from the new cameras in the forward estimates. </font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font face=Arial size=2></font></span> </p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>“The additional revenue from the cameras is expected to boost the money going to the RTTF by a minimum of $17million over each of the forward estimate years,” </font></font></span></p>
<p class=MsoNormal style="margin:0cm 0cm 0pt;line-height:normal"><span><font size=2><font face=Arial>Mr Johnson said. </font></font></span></p>
